Gov. Patrick Morrisey has issued a proclamation declaring Thursday, July 2, 2026, as a half-day state holiday in observance of Independence Day, allowing state employees to begin the holiday weekend early and participate in America250 celebrations taking place across West Virginia.
"The 250th anniversary of the United States is a once-in-a-lifetime milestone, and I want every West Virginian to have the opportunity to celebrate the birth of our nation," said Gov. Morrisey. "By providing state employees with a half-day holiday, we're recognizing both their hard work and the extraordinary significance of this historic anniversary while encouraging them to spend time with their families and take part in America250 events across the Mountain State."
America250 commemorates the 250th anniversary of the adoption of the Declaration of Independence on July 4, 1776, and the founding of the United States. Communities throughout West Virginia will host events honoring the nation's history, with the State Capitol Complex serving as the site of a four-day Capital City Celebration beginning Thursday evening, July 2, and continuing through Sunday, July 5.
The proclamation does not apply to private businesses, local governments, or other non-state employers. Employees whose duties are necessary to protect the health, safety, and welfare of West Virginians will continue to work as required and will be compensated in accordance with applicable personnel rules.
State law also permits county commissions and courts to designate the afternoon of July 2 as a half-day legal holiday for their respective employees.

The mission of the Preston County Health Department is to protect, promote, and improve the health and well being of all residents of the county by: Investigating and reporting infectious disease, as well as, monitoring disease surveillance and statistics to prevent communicable disease outbreak. Assuring implementation of statues and regulations enacted by local, state and federal government to protect the public health through health promotion, surveillance, and environmental health best practices. Assessing the county health needs and encouraging greater community participation to promote and improve the health status of the county population, as a whole.

The Preston County Commission Opioid Advisory Board is accepting applications for community-based projects that address opioid prevention, treatment, recovery, harm reduction, and community resiliency. Funding is made possible through West Virginia opioid settlement dollars and is intended to support evidence-informed, locally driven initiatives that improve the health and well-being of Preston County residents.
Eligible organizations are encouraged to submit innovative proposals that strengthen prevention efforts, expand recovery supports, increase access to treatment, or address the long-term impacts of substance use disorder in our community.

We offer a wide range of services that include Communicable Disease Prevention, Community Health, Immunizations, Right From the Start, STD/HIV Testing and Counseling, and Tuberculosis Screening and Treatment Programs.

The health department is tasked with ensuring the health and well-being of the citizens and visitors to our community. This is accomplished by educating the public, offering services, and by enforcing public health laws through the various permitted programs we offer and inspect.

We have been directed by the West Virginia State Health Department to plan for response to all hazards, and to integrate the response with that of local Office of Emergency Services (OES), Law Enforcement, Emergency Medical Services (EMS), and Local Emergency Planning Committee (LEPC).

The Prevention Program at the Preston County Health Department is committed to building a healthier, safer, and more resilient Preston County through education, collaboration, and community engagement. Working alongside schools, healthcare providers, community organizations, local government, businesses, and residents, we develop evidence-informed strategies that address the root causes of substance misuse, promote mental wellness, and strengthen protective factors across the lifespan.
Our work includes youth prevention initiatives, community coalition development, health education, data-informed planning through the Integrated Community Engagement Collaborative (ICEC), opioid overdose prevention, public awareness campaigns, and family-focused programming. By empowering individuals, supporting families, and fostering strong community partnerships, we strive to create environments where everyone has the opportunity to thrive.
